Project managment is recommended. Followed by process orientatation of IT management to manage production environment and then on specific business orientation for application development and then the application development methodologies. No specific book, but all the above gives you a roadmap towards an IT lead position.

An IT Manager must be thorough with the latest technologies and check the all possibilities to make an organizations' process simple and fast. All latest journals and other IT related publications will give enough lights to latest knowledge and management theories prevailing in IT industry. To support organizational goals, all defined process must be smooth and hurdle free. An IT Manager can make it happen with his latest knowledge and skill level.

My advice for an IT Manager

An IT Manager should know all the latest technology,I am not specifiy the technolog books here. But he should also know about the process and procedure how the IT department is working. For that I am suggesting a few books.

PMP for project management,

ITIL for IT Service Management

Six Sigma for improvement of the process

COBIT etc.

All the above books give a good idea how to manage the IT department for the improvement of the business.

Much said what to recommend for IT Managers to read. I think the IT landscape is changing rapidly and to focus on one particular aspect is not going to help IT Managers stay competitive. ITIL, IT Security, Cloud, Project Management everything counts but what I have learned is to present technical solution in financial language. Besides technical jargon, IT people must learn the Financial Management as well.

I believe participating not reading -  IT is a sensitive major and whenever you read won't make sense. However, if you feel like you are needing to read IT books then I recommenced you the books that are talking about the business applications as admin and IT security.
