I know 7Ps( product, Price, Promotion, place, People, Process, physical evidence) and STB ( Segmentation, Targeting, and Positioning) are basic in the Marketing - but I also believe that any marketeers in any Industries should know his/her(7Ps) to identify his/her customer/ consumer then identify their real needs.
(STP) - knowing or create the mission and the vision for your company and make sure it is delivered for your colleagues, before the customer - knowing the Value of his/her product or services.
- After that should be familiar with the sales volume in the last five years and its analysis, especially in the last year.
- set one to one meeting with his/her marketing team to know where are their strength points and how can you use it profitably.
- set your priorities.

As a new Marketing Manager, the first thing you should do within the first few months (depending on the size of the business this duration might vary) is to collect information, you need to get a detailed feel about your company, your products/services, your market and most importantly your customers/potential customers.
You need to know why some people buy your products and others don't, you need to recognize the added values your company brings to its industry, you should find your company's position in the market and judge in which direction it has been moving towards before you arrived and plan for the future.
Without these basic requirements you should not rush into making decisions as you will almost definitely make the wrong ones.
