Why does Apple Pay require approval by a bank?

Apple Pay is integrated with secure way with Banks server and Apple Pay is responsible to pay the amount like credit card so Banks needs to developer very secure APIs for Apple Pay which is not accessible by outer world thats why Apple needs to get approval from Bank to integrate with them
