Yes, but only when employees are involved in the development and participation of the performance appraisal system. For instance being involved in setting performance targets and performance appraisal interview without far of intimidation or harassment.

I believe the answer will be Yes, specially most appraisals contain a sector about the personal character (Anger Management, Presentable, Latency, The way he interact with colleagues, ...etc), But the most used appraisal is Management by Objectives (MBO) and it focus at goals about90% and10% for character and attitude but still you can major the character from those10%
