It has been observed that Experienced foremen have ability to get the workdone and may be good for meeting schedule, however they slightly lack in flexibility and innovation. The good is they require less time to have grip on task, means they are plug & play having limited

On the other side, new graduates have blend of energy, flexibility and innovative thinking. They may need slightly more time to have grip on task. So they should be hired with proper lead time so that they may get grip by the time project touches its peak.

In short it all depends on nature of project

It is always good to have engineers with3-4 years and a handful of experienced foremen  . The blend of the two works wonders .

That would depend on the individuals. However I would tend to prefer the second option.

a Foreman will not be able to analysis the drawing and make an accurate quantity estimation and usually he will not be approved by consultant to have a direct contact

on the other hand, a low experience engineer will not be able to handle alot of details in job

Hiring Site Engineers could be advantageous as they are equipped with latest knowledge in that particular field. The Foreman with Big Experience is assumed to perform his set of duties as per the agreed terms of employment. If the organizational culture does not permit foreman to upgrade his skills and knowledge, it is recommended bring fresh Talent into the organization.

It depends on the job qualities needed also the type of tasks and responsibilities it will be more expensive to hire experienced one but this will reduce the cost of training and the mistakes so I am with option one as you can delegate him more tasks and share decisions also

Second option is preferable but it is always proven that  experience is experience

understand that to become a successful senior executive in a construction management firm, you need real experience in masonry, electrical, etc... but which entry level position is better for ultimately becoming a CM? I believe that an assistant CM gets less actual construction experience and more experience with management of the site.

We can not do without the engineer even if he was inexperienced

Law does not allow foreman  to manage the project or to sign on the decisions, because this work is the prerogative of Eng.

My personnal experience tells me tha to hire experienced foremen can be of much worth for complex and difficult projects of course you have to put on top of them a Strong Construction Manager.
