Resource leveling deals with both time (project starting and ending date) and resources, including manpower and budget. Resource leveling tries to balance the conflicting interests of projects with the available resources. Resource leveling generally breaks things down into two categories: time and available resources. Some projects need to be finished within a certain time frame. These projects will use all the available resources (money and manpower) to complete the project by a certain date.
addition to Mr. Venod answer, Manpower leveling is manpower redistribution on the project activities to comply with manpower availability and balanced smooth manpower usage curve, we use leveling for2 reasons;
1- the availability of certain resources do not fulfill the project requirement rate, so we have to level the rate of resource daily usage to comply with the resource availability which will be a driving resource for the project duration.
2- The manpower resource curve is going up and down according to the big variances of the resource daily usage which are not practical as we can't hire labor for short periods iterative so we have to level it to have constant daily rate as possible for the manpower usage.
