It is required to an extent. When a leader is on the ground of a technical project, team usually looks at him/her as an expert. So, minimum knowledge is required.

Technical Qualification always gives pride for finding fault rather view them humane.

Integrity, Humility and Vulnerability are skills of human being. These will earn TRUST from his/her followers. This must be one's nature and required for a successful leader. Technicalities can be nurtured any time.

I personally believe that a successful leader should have at least minimal technical knowledge in the fast growing market, he/ she should not be dependent on someone for such skills. 

 

A person without technical knowledge can be a good administrator but can't be a good leader.

In the PMP Course, one of the rules that the leader or the project manager should not be necessarily expert or have a technical background on the firm he is working, his main responsibilities is to deliver the project on track thru planning, controlling, should have negotiating skills as well and should have the leadership personality to deliver the project to the safe.

There is need to understand the difference between a leader and a manager.  A leader does not need technical expertise to be a successful leader. He need to be visionary and should be able to sell his vision to his followers. Technical expertise might be a plus .

Personally I don't believe that a leader needs the technical knowledge because the primary goal of leadership is to put the right people in the right places and navigate collectively towards success. An effective leader should bring all his expert direct reports together, empower them to be accountable, encourage and support their development whilst bridging the gaps between them. A great leader needs to be a well versed all rounder, with a seamless ability to flex personalities and communication styles across backgrounds, cultures and situations to motivate and inspire his team. This is why a lot of the High-Tech industries have leaders and fellows (technical experts in their designation) to act as consultants and support the leaders.
