Proximity to power means power. In organizations, it's bestowed on us by the organizations to control happenings so that the right decisions are taken at the right time. It has to be used, but not misused. I'd support statement one - People with power have to exercise it to get things done. But how often in organizations we see that people delegate it to their bosses - "sir, for your guidance please"... it's nothing but abdication of responsibility. When it's within our power to make a decision, we must make the decision and get things done.
