A commercial manager is a sales-minded person in reality . Having a commercial manager may be the right choice in a "sales-minded company" but a commercial manager does not have the genuine marketing and brand management skills set most of the time . In today's world a sales minded company can't survive very long time . So in my opinion it's better to have separate managers for marketing and sales departments . These two managers should better report to different directors and the major contribution for a company with long term objectives is to have also a CMO. ( Chief Marketing Officer ) in the organization .
