 wincc flexible from Siemens is the software used to program sienens HMI panels and TP177 is one of them

TIA portal or Win cc Flexible you  can use for configuring & HMI page development,no any freewares are available for  configuring & HMI page development, of TP177B or Siemens make HMI's.
