I think the integrity you are taking about is reliability. In that scenario, definitely healthcare database can be very much reliable and IT will be very effective to protect it, only the kind of people who are managing will be in question with regard to the protecting the integrity of healthcare database. if you are taking about that sense, it is a subjective, particular to individual.

Otherwise, healthcare database is very useful for patient historical illness information to diagnose the problem in a right manner and some scenario's where patient is not in position to communicate or any other guardian's are not available or escorted, if suppose the data of the particular person is somehow available or within the reach to the diagnosing person, then definitely it will be very useful to diagnose it in a right manner. one specific example I spoke here, cause it is possible in developed countries as there is a unique ID they manage to have it for every individual residing there.

It should ensure that the helathcare databases are encrytped using strong technology and cannot be directly read. All the PI data (personal information) should be 100% encrypted like DOB, health history etc. Any data transmited to & from the database should be through standard encryption protocols like AES256 etc and using token mechanisms between the server and client.  Always keep approval notifications and triggers for any changes in the databse and it should trigger an email notification approval. We should never allow any direct integration with external systems and it should always be through a proprietary middleware like oracle SOA, TIBCO, IIB, BizTalk etc and better to have them on premise instead of cloud. We should keep audit logging for any incoming & outgoing data , changes done, login access etc

The integrity of the database depends entirely on the owners of the data and the person responsible for the databases, but technology has a significant effective role in protecting the databases, but the negligence of the data owners leads to risks such as appointing a non-professional person in charge of the databases or appointing a person responsible for the server environment

The difficulty is ownership of the data. Is the data owned by the patient, doctor, or in some cases, the country. Most countries have different rules when it comes to governance and compliance, and depending on the country, healthcare information may differ from country to country.

IT as custodian must take into account factors that govern patient data and build and secure accordingly. This will include who has access to the information, where and to whom the information can be shared with, as well as cross-border data sharing. 

Ensuring that the above is taken into account, IT has evolved to a level that all data can be secured and protected with sufficient checks and balances to make sure that patient information is not at risk.
