I think you need to pay their over time allowance without hassles and promptly and competitively.
You should let them work over time only when there is a real need of delivery of work or product. Just simply making them work over time when there is no real requirement makes people doesn't turn up when there is a real requirement.
Need to provide proper transportation to reach their destination's once they are done with the OT work especially in odd timings.
Make them understand the real requirement of delivery of work and with cordial relationship, people will definitely take the responsibility and join willingly to the over time work as they are the part of the team responsible for the delivery as a whole but you need to create that in their minds that you are valued in your team and at the end your team work had to succeed.
