More experience+Basic qualification is more valued than higher education+less experience in developing countries.
Depends on the nature of the job. For research and development, consultancy, and innovation knowledge outweighs hands on experience, site engineers, QC, design of typical systems they'll look more at physical experience.

Experience & also Education is more imporant for work.
I thing education alone is not enough , or experience alone also is not enough reason for hiring but when companed them that will be the bggest reason of hirring.
