Everyone is on social media these days, a lot are on twitter, and almost everyone is a customer. The great thing about twitter is that people can follow you on the go, it doesn't need much data to load and from a company point of view it is easy to update, just short bursts of text to make your point.
Even if people don't necessarily follow a certain brand, no doubt someone on their follow list will and you may find at some point that someone you follow will interact with said brand, either by tweet or retweet. The way that customers interacts with the brand is essential to how the brand will be viewed, not only by the person who interacted with it, but the friends who saw the interaction, the random people who follow the brand and people who search the brand via search bars.
Twitter is a free means of promotion and customer service and I think it would be silly of anyone who does not at least try to use it within their promotional tools.

Well I believe that Twitter is an effective customer service tool in the Middle East as per only press release aspect but most of the internet users not only from middle east but from all over the world not only focus on press release, but they need a successful social media community where they can easily share their thoughts, feedbacks.
They needs to see the pictorial-based social media updates on social media and for that, facebook, G+ & other social media platforms goes well in that case instead of twitter.
