My answer is both1&2.

In My point of view, the Members who remain inactive for a long period like a year or greater should be considered for the solution1&2, but the members who remain inactive for a shorter time period, lets say less then a year should be contacted through their contacts (Mobile(SMS) and E-Mails) to participate in miscellaneous activities or to visit/update their profiles/C.V's.
Why I am Suggesting this, because I am Fresh Graduate, during my study period i was unable to devote my time to look into my online accounts like (Tiwwiter, Bayt, MonsterGulf, Rozee.pk, LinkedIn etc) due to which I remained Inactive on these accounts for months, there could be several reasons for many of the members who remained inactive for a duration of time but it definitely not means that you show them In-Active and don't include them in rankings, which will Directly/In-directly harm their profiles as they could be waiting for an opportunity to strike them.
The thing is that, a Member who has made an Account for the employers to find it while searching for suitable employees should not be compromised, for an instance if a member is inactive for a period of time due to some reason and you decided to mark them inactive and skip them from rankings, the employers will definitely find his/her profile unattractive and he/she will lose an opportunity which he/she may have achieved if you haven't marked their account as inactive. the member is scooped out of the benefits he/she thinks is receiving in the back-end.
Bayt is basically career oriented forum rather than social networking. People being human being they treat accordingly for this site rather than sharing and gaining information. But one thing we should think if a person is being inactive more than3 months or plus ( less than6 months) should be treated as passive not only inactive. Utilization of career forum should be based on information and knowledge sharing rather than personal utilization. Being active and showing active is completely different things so if anyone is inactive for3 months or little more that doesn't mean particular individual is out of his/her specialty, but occupation of such people profile on bayt is completely under discretion of bayt. We have role to suggest not to act in this matter. For us as user we should avoid such specialists being active part on discussion.
Members should be prompted/reminded to participate,we get various answers to one question,which in turn helps all other members to know/add these to the knowledge base.
In my view we should wait for at least3 months before displaying "inactive" in their profile. One month is too short a period to mark some one as inactive.
I agree with Mr. Vinod's answer and the question as well.
What I feel is if someone is not participating in Q&A, Voting or blogging should never be categorised in any category , a member is a member who should remain member till he himself decide otherwise or the site admin sets some rule with do's and don'ts ........ There may be many passive members deriving benefits from the site...Let us not make this site a "RAT RACE".
it can be possible they found jobs . or they want to spend time with there family because of summer holidays. if you want to active members inform them about jobs or your new plans.
i'am with u sir but if he didn;t login more than3 month because some times any one take vacation or have any problem
