3. I will suggest him to smoke out of office.

Telling lie is not a good habit and smooking too however its his personal choice. I can advise him to stop smoking otherwise ask him to smoke outside the facility so not to pollute office environment which will effect others health.

honest is a virtue hence will terminate him cause he might hold back crucial information that is not important to him but is important to the organization in their strategic planning.
I will give him a verbal warning, make him understand the consequences for saying a lie and smoking inside the company and instruct him to smoke outside the company anywhere.
Then I will send him for internal smoking awareness programs and give him opportunity for change.
Still he cannot leave without that inside the company, then i will terminate him.
Money is an essential commodity, which helps us get our basic requirements- namely food, clothing and shelter. One works to earn money to satisfy these needs. Maybe the person was in dire need of money, which led him to tell a lie to get the job.
In such a situation, I will speak to the person on a one to one basis,ask him to smoke out of office, out of the vision of the other interviewers. Then, slowly I would ask him to give up the habit for his own good - personally and professionally.
I think no body would lie about smoking and if somebody lies we can advise him to smoke outside office.
We can even impose some penalty for telling lie. But definitely he does not deserve termination for smoking unless it is a company policy.
