i believe that HR is loosing sight of what is really important.choosing a candidate is as vital as having the right strategy,at the end employees good or bad are the ones who are going to implement goals and stregies of the company.
a company must accept failure if their staff fails to deliver excellence.
a company is made of employees,HR department and head must meet,filter,and hand pick the best candidates that really add value and deliver excellent results.

Step one,simple check is collect background information,ask for more details and recent photos,invite for conference interviews rather than just telephone ones,run background check on social media,cerify with previous employers,check friends and colleagues on twitter,school,facebook,linkin etc.Finally,refer to local agents ,credit reference bureaus etc if still in doubt.
