I agree with Amira that the preference is to fulfill it in-house, yet if their is no competent employee and you will have to fill it with fresh candidate then their are some common methods:
1- Referral from in-house senior management who recommend him and is proved to fit to the post.

2- Recruitment consultants.

3- Advertising the post and start the recruitment process from end to end.
It very important for senior candidate to go to psychometric test as essential part of the recruitment process to analyze his culture and management style if it fit the organization or no and can deliver the expected objectives.

I prefer to upgrade to this position from within the organization if the requirements of the job are available for the following reasons: 1 - the stability of work and the achievement of a career path 2 - sincerity of the staff of the company because they will feel that they have achieved the goals of the organization and that the company appreciates their efforts 3 - maintaining the confidentiality of the work within the company 4 - Reduce financial costs of polarization measures

Recruitment to senior position in any organization is always a meticulous and tedious function:1.
Source of Recruitment: > In-house (Grooming the IMMEDIATE down-lines with a vision to promote to the senior level, as and when it fall vacant) > Head-hunt: Head-hunting a resourceful-person from competitor (especially, a lower-level competitor) > Outsourcing: To a capable consultant > Advertisement: In property Portals, News-paper, etc2.
Recruitment Methodology: One must conduct a detailed interviews to ascertain the capability of the recruiting person3.
Compensation Package: The package offered should match the post, and, should induce the person to give his best to the organization4.
Terms of Recruitment: The incumbent should be made aware as to his terms of employment w.r.t.
his performance, results, his stay, loyalty, integrity, etc, clearly, better to be in writing5.
Duties & Responsibilities vis-a-vis Liberty: He should have enough liberty to carry his duties and responsibilities, at all times Managing Senior Positions in any organization is always PRIME since the positions bear not only a lot-of-responsibilities, but, RISKS, too!!!
