It's very simple, engineer does design and develop the system i.e. Design the interface, writing codes. And his job is finished once software is accepted. Here the game starts for a system administrator, He will look after and responsible to keep the system running smooth, hardware, securities, data storage etc.

System Administrator would be management with technical skills (IT guy, keeps the servers up and running basically). System Engineer would be mostly technical with some management (Guy who designs and/or develops information systems).
