1. train the authorized personnel for LOTO. Create awareness on the risks of not implementing LOTO safety.

2. use LOTO register to log issual and return of LOTO accessories

3. review the register  on a feasible frequency and identify non conformities.

4. Take steps to correct them and  make a culture of implementing correct LOTO practices.

5. Use LOTO reference in work permits, risk assesments to ensure they are interlinked.

6. Strictly control Keys control for LOTO padlocks/locks.

7. If the span of the plant / service area is less, then LOTO can also be controlled by a secondary lock using hasps which can be handles by a senior staff/ manager

In addtion to Electrical work permit  (which is taken by the Team work to done from the concern Electrical authority )  Lock and key system shall be used. . If more than one team on the job ,all concern team has to take work permit and  lock the switch board. Master lock wll be done by the Electrical authoriy who is giving authorisation permit  and other will lock in addtion to this master lock. After work completion by  the indivitual will give clear work permit and remove the lock. Finally  concern Electrical permit used authority will close the permit and remove master lock and  power will be resumed.

It all depends on the operational characteristic of the system one manages. For an electrical system , the basic rule is isolation from all possible sources and earthing at source ends and obtaining permit to work from the concerned authority.
