first make a design in your mind,then use any software of drawing like adobe photoshop or corel or simple paint, then try try and try to make a beautiful new design.....

Designing is simply a project process which in order to be successful and well done ,must follow systematic processing steps to safe time ,effort and satisfy specifications.
-First start from sketching in order to collect ideas and possible solutions for problems and do the leveling process for all possible solutions to choose the best.and this will save both time and effort ,because free hand skechting gives more freedom to the designer.
-Secondly you can apply you software by using the computer for more design features and excellent presentation for your design.

Hi _ Best deal is to design the wireframe first, design the sketch, than design wireframe in adobe photoshop, that write the html of that page, when this all is done, everything is measured properly, and issues are less....

From personal experience, Sketching would be the best way to start with an idea, or jot down your thoughts related to an idea.
It could be Key words, phrases, illustrations, concepts, etc.
which will help in executing that idea in the best way possible.
Once the initial draft has been completed, you could scan it onto your computer and use Design software to decide the colors and final look of your design.
