Is it necessary for a poor managed government to collect taxes?

Any government survives on taxes, without taxes a country cannot be run. Regarding the question of poorly managed government collecting taxes, its a indication of misgovernance, corruption and weak democracy, which is swindling up all the money meant to be spent back on infrastructure, housing, jobs, industries, road, drinking water, welfare of the people, etc.,
