Initially discuss with the subordinate on why he cannot follow the task assigned, as a manager we also need to listen and validate his reason. Discuss the importance of the task that was assigned and renew the assignment to be completed at a timeframe. If the task is completed, motivate by a simple praise. If however the task is again left unfinished issue a warning letter and discuss the gravity of the situation and give him another chance to mend his attitude towards the work assigned. And if finally still the job was not completed, bring the matter to HR and issue a suspension or termination on the gtounds of insubordination/
i will advice him and let him to do what he thinks and if the problem persist i will be obliged to see the senior manager to solve that problem and to explain him
