رسميا , الانذار ثم التعامل رسميا بموجب اللوائح والقوانين 

I should find out , if his stuborness is based on deep knowledge and experience or just  negative attitude in personality , if it is negative attitude , I will isolate him smothly , but if he has view  i should respect it  ,in the way not to undermining my position and control .

الأصل أن لا أحد يعاند من أجل العناد و إنما هناك أسباب و دوافع لهذا العناد لذا سأجتمع به على أنفراد و سأتكلم معه بصراحة و وضوح عن أسباب هذا الأمر و دوافعه و على أن أفرق فى أجاباته بين الأسباب الوهمية و الحقيقية ...فإذا كانت اسباب حقيقية و واقعية عليا أن نجد حلولا لهذه الأمور سويا أم إن كانت أسباب واهية و وهمية مثل تأخره عن العمل لصعوبة المواصلات رغم وجود أكثر من موظف بالشركة من نفس منطقته السكنية  فعلى أن أطبق عليه لوائح و قواعد الشركة بالنسبة للجزاءات بشكل صارم فالأمور المادية عادتا ما تلين العقول المتحجرة

I would First try to confront him so as to make him understand and will give him a chance to prove himself right.
if still the problem continues, would report to senior managements and request to take corrective actions.

Declaring a colleague stubborn is not wise.
One will have to be mild in approaching a human being.
Requeting rather than instructing builds and strengthes the team work.
Subordinates mostly help their seniors to achieve bigger task and therefore one has to be humble.
There could be several reasons for that person not being co-operative.
May be the style of approach? May be the person has some work related genuine problem? Try finding out and try to give a solution.
The person will get encouraged and will respect for this valuable input.
Human resources are not tailored made and therefore has to be developed and this is the most challenging task.

Initially discuss with the subordinate on why he cannot follow the task assigned, as a manager we also need to listen  and validate his reason.   Discuss the importance of the task that was assigned and renew the assignment to be completed at a timeframe.   If the task is completed, motivate by a simple praise.  If however the task is again left unfinished issue a warning letter and discuss the gravity of the situation and give him another chance to mend his attitude towards the work assigned.   And if finally still the job was not completed,  bring the matter to HR and issue a   suspension or termination on the gtounds of insubordination/

Well, First try to find out why he is reacting like that? whether hes got some sort of problem or doing it delibrately, if hes some problem try to help if you can.
if he need sometime let him have a leave.
and if hes doing it delibrately recall him the policy of your compnay for doing such nonsense thing.
make him recall him his responsibilities and tell him to fullfil otherwise he wil be fired.
