Manually configured or permanently assigned IP Address is Static IP Address and IP address which is assigned from a pool of IP addresses automatically is Dynamic IP Address
Static IP is one which is configured by a Network Administrator/ Engineer whereas Dynamic IP is assigned automatically from a DHCP Server.
The static IP is assigned manually by user or admin ,DHCP sever assigned by dynamic IP
Static IP address is assign to machine manually that is mostly use for test or sharing and its shows as permenet address
Dynamic IP address is assign by server or Router (Layer 3 Device) and it will change after a duration of time which will be set by your system administrator
