Defiantly, Any judgment regarding an issue need further information and cause of problem.So , I we are looking for improvement , it is possible to find the cause of resistance via negotiation.

People are worry about any change and they are adopted to the current situation.

The best way is to facilitate the process through negotiations. Most people accept and is willing to adapt to chance when they have the knowledge as to what the proposed changes will result to.
