The best way to evaluate the status of the task is to halt the operations and review the work being performed by team members. If the task is on schedule and within costs and is still sticking to the goal, then it should be allowed to proceed further.

If you are using MS Project, then percent complete needs to be obtained from the person who is assigned that task - and then updated in the project plan. Depending upon the criticality and duration of the task, you may wish to follow-up once/multiple times within a week. If you are not using MS project, then there are other tools available that can list and track tasks. Redmine is one of those tools.
