CC  is the latest version  TOP FOR GRAPHIC DESIGNER recommend

as a designer all version should be best, just the upgrading of new version make a design job easier. in this case adobe cc is best

There are innumerous tools in the current versions of Photoshop irrespective of what version you are using. If you know the tools well and command good skills, any recent version would be more than enough. Be it CS5 or CC.
