Usually neither.  Whistleblowing is most commonly beneficial to the customers, or is in the Public Interest.

Whistle Blowing is a concept where an employee within the organization informs relevant function regarding non or mis following of a policy or  a threat which could endanger the organization, its function or policy.

Primarily, this mechanism focuses on highlighting those issues which are a threat to the organization. Thus primarily this mechanism will be of a greater benefit to the organization. However, secondarily the whistle blowing mechanism is beneficial for the employees of the organization who can live and work in a sustainable environment as a result of the trickle down effect.
