Hi, speedtest.net (Speedtest by Ookla) is easy to test but when you are asking about best way and not a dependable way, then i must say, use Resource Monitor (i am now using Miscrosoft Windows Enterprise). It will display you exactly in app, how much speed you can avail and total network assumption of your system. Actually this is not even costs any money or any extra resource required for this service as it is builtin ur system.
DU meter is another good one. if you have money, then this could be the best.
