I would recommend running a full system scan with your anti-virus software if you have it, if you don't have it, you could use Avast! anti-virus software, it's free and also I would recommend installing Malwarebytes anti-malware, it's also free and focuses on Malware like unwanted ads and pop-ups.

the best way is to download a good ad block software.
You can use Adblock applications for your browser, if you mean this annoying ads in browsers.

Disable the pop up blocker in your browser . Depending on the browser you use, you can find this option in the settings .
