Why is it important to have a safety representative in organisation?

Safety man at work area as or is a funnel between the Company upper/ top management and site personnel, where policy & procedures goes through, by delivering, explaining and implementing the organization SMS -QHSE policy and procedures. They implement and monitor site operations, activities & equipment to make sure all  in accordance with QHSE regulations, policies, standards and best practices, otherwise to make sure all SMS system in place and carrying on to provide incident free work place.
