There is no "best software" each language have its own requirements that based on that you can decide the best development tool you can use the most
I would recommend ASP.NET MVC with Visual Studio for web development.
There is no Best software.
Depending on language you will choose to learn (PHP, ASP.NET, etc..) you can find related software that you can work with.
There are common IDE you can use, like Dreamweaver, Bluefish, Notepad++,etc...

It depends on your interest in which technologies you would like to work with , what you wanna develop, like to create things from scratch or used custom controls for fast and easy development, It also depends on craze for technology in Market, etc..
Always ask your self what you are best at....And go with it.
