it depend on what is the usage of capacitor in the circuit

if it for Power factor compensation it should connected in parallel

if it use as low pass filter it should connected in parallel

if it used for high pass filter in should connected in series

for dividing voltage  and reducing capacitance connect in series as capacitive voltage transformer

to maintain the voltage and increase the capacitance connect in parallel

association of capacitor is effective in both series and parallel. For example Capacitor is more effective in series for amplification and is more effective in Parallel for rectification purposes.

Its most effective when capacitor is connected in series.because its opposite of resistance.when the capacitor connected in series then the total capacitor capacitance  is decrease from one individual capacitor capacitance. 

 

but if u connected in parallel its acts like series connection resistance.

capacitor in parallel more effective  because the total capacitance is large = the sum of capacitances
