20 floor is not that much high so try to use the method mentioned above with consideration the same control points (1st order) have to be used until the end of the project to avoid any accumulative error which can occurred while generate the (2nd order CP).
In case of you can't apply resection method because of surrounding buildings so you can make CP inside the building on the lower floors use(Vertical Laser Plummet) to transfer the SAME POINTS to the higher floors through small opening on each slab, so we can avoid any accumulative error.
we have to do traverse around the building area and establish proper bench marks with out any error using Bowditch rule.. simply set instrument on top of anywhere and use resection method to start ur survey. or else use core wall control survey system.
