Do you think the slow of the business economy growth period for any organization can be invested to improve, develop and hire new successful team?

Usually during slow economy growth period, no NEW and ADDITIONAL hirings are taking place. And it wouldn't be a wise action anyway.

Besides that, it's a period that you have the chance to evaluate again and from a zero level basis, the performance of every division of the company.

It's also a great opportunity to invest your time into education, conferances, expos etc. in order to keep your team members updated.

During this period, the management ought to make an internal restruction in order to get out of this "slow-down"

According to adm. chart this "slow-down" is a sign of becoming a "dog" and you must take advantage of the time to avoid becoming a "cow"

Yes, as long as this development in resources is accompanied with a plan and will help in achieving the organization's goals. Re-hierarchy of an organization and process development are always advisable in slow periods.

That question highly depends on the product/service that this organization is offering. If there is a need, there is a way.

This is normal. As a start, the external investment of the organization will slow down, and in parallel, the activity of its staff will slow down as well; thus a good reason for the Top Management to improve the human capital by investing in the existing resources (training, seminars, team building...) and by acquiring new talents from the market.

Yes I think so because if it was fast that will make a gab between the recent team skills and work requirements.
