Pay Roll Preparation, is it the duty of an Accountant or Human resource Professional?

Both are responsible for getting people paid but having an Accountant to do the Payroll is Just relegation of the HR Profession to a lower level and possibly an insult depending on the abilities of those in the HR Department.

 

  • What will be the duty of the Payroll Administrators?
  • What will accountants do if they are busy with payroll all the time
  • Accountants always want to squeeze money out of Human resources because they believe its part if not the only function they can adjust to reduce costs.
  • Accountants do not appreciate the value of Human Resources, i'm sorry to say. They might say they do but in their hearts its vice versa.
  • Lastly, let me point out that it depends how big or small the organisation is. it makes sense for small companies to leave that to the accountant but i personally do not see the reason for large firms.

NB: this is not an attack on accountants but i feel they should stick to more strategic items and as far as payroll goes the HR Department just needs the Budget.

in my point of view, pay roll preparation is a duty of a human resource dept. because the salary is depending on the employee's situation and position, however, paying salaries is a duty of an accountant based on HR reports...

Payroll preparation is always a duty of HR Team

In PH, payroll preparation is an HR duty. Whereas, such department account all the hours (including overtime, holiday pay, etc.) that need to be paid in a wage period. Then the accounted labor hours is forwarded to accounting department for calculation as it needs to prepare the budget and approval, including the coordination from the bank before it finally deposited to employees account.

 

These two departments are interconnected in duties involving salaries and wages.

As per my experience payroll preparation is part my duty as officer - personnel operations but it should not be.
