In hotels industry who can manage the relation between main contractor and hotel operator?

There are a few,  but the most important will be the CEO, Assistant of the CEO, Hotel Management

there is no direct formal relation between the Main Contractor and Hotel Operator, work package and change orders or any requirements from Hotel Operation to be managed by the Project Manager and approved from the Owner and Consultant.
