Windows is clean, familiar, and easy to understand, plus it has a wealth of new, helpful features that you'll actually want to use. The fact that it's free for the majority of existing Windows users so you can upgrade from your windows, and can be rolled back quickly to the previous version if you don't like it, really makes it very, very easy to recommend.

WIndows is still in a testing phase and it needs time to become a stable operating system. Some people say it works fine,others are constantly complainig about bugs,driver problems,incompatibilities with their old programs and so on.
I would advise caution when upgrading to a new os. It can have many security flaws, it can have driver incompatibilities and other stability issues. With each new os I usually wait a minimum of1 year before deciding to upgrade. For now I am happy with my windows8.1, I would not recommend an upgrade unless you have specific reasons why you need to upgrade. Upgrading just for the sake of having a new os is not always a good idea.
I have Windows8 and I like Windows7 better. Some features of Windows, I don't care for, like a key logger and "e-profiling" for which websites to advertise to me while I am looking at Windows Explorer and things like that. I may try Windows to see if it helps my laptop work more efficient for me, but Windows8 works fine as does Microsoft Office Suite.
