Can English for Specific purposes be taught without teaching English for General purposes to Arab students?

How to define/ enhance Level of Students to build their interpersonal communications skills, whereas, the environment is not supporting them to improve their English.

Within a given time frame English for Specific purposes can be taught without teaching English for General purposes to Arab Students. However, some needed techniques has to be taught along with teaching English Specific purposes.

I think that would be hard. People usually start from general to specific.
