While both preventive and predictive maintenance have the same objective of preventing any losses. They differ in approach and requirements.

I believe both are the same meaning i. e. it drives a regular and systematic application of engineering knowledge and maintenance attention to equipment and facilities to ensure their proper functionality and to reduce their rate of deterioration.

Preventing Maintenance is best parctice for day to day knowledge our equipment but predictive maintenance are highly costly because we have no basis of surprise will come during maintenance.
