What do you think of this about internal auditors?

I have read this today : "If auditors want to be part of the organisation's key management staff, they must start acting like one. They cannot be the "policemen" who appear suddenly just to catch the "thief", the "nitpickers" who sound false alarms over insignificant human oversights, or the "necessary evil" to assure shareholders that such a function exists." Do you agree ?
