Let me start the answer with "default unit/time"

in your question you mentioned the cost only, but you should also know how many Loads you can product every Day or every Hour depend on the used time unit in the schedule. 

"max units/Time" is the maximum units of the Loads you (as a producer company) can produce in one day based on the productivity capacity of your company

For example you have Activity "A" has One Hundred Load as a total units, and your slandered rate is2Loads per hour, and your daily working hours is Ten hours/day

That meaning "Default Unit/Time" is Twenty Loads/day, this is the normal or standard productivity rate.

So you can produce the planned units loads for Activity "A" during5days.

Furthermore, you can produce more loads if needed but not e.g exceed Sixty Loads/day.

That mean "max units/Time" is Sixty Load/day

Then if you have some other planned Activities, "B" has Two Hundred Loads, "C" has Three Hundred Loads is & "D" has Fifty Loads.

Those activities are planned to working in parallel with Activity "A"

This meaning that some days you have to produce Eighty Loads/day (Exceeding the sixty Max. limit) , in this case the Histogram of the resources will indicate that some days the resource will be Over Limit, and it couldn't be implemented so you should Leveling the resources by changing the planned dates for one of those activities earlier or later. 

You can control the "max units/Time" from "Resource" layout
