How can I practice speaking English in a country that doesn't speak it as a first language?

that's the biggest issue we have today ,but u can try to speak to some one who is good at English or knowing whats he is talking about i can't think of something else unfortunately

Like in any other country- listening to news, wacthing films, listening to music, reading books and mags, chatting with native speakers via social media

Watching your favorites movies, reading stories, listen and singing songs, chting with a friend, downloading an app in your mobile or ipad..Write small sentences and put in walls, mirrows, etc.

The fact that you can write and read one is already battle won. For me, the most effective way to learn speak to speak English is through watching English Films, singing along to English songs(Yes, I'm not joking about this) and reading Novels(definitely read novels, read it at loud as if you are doing the characters). Also Download a dictionary app on your phone so that whenever you stumble on a  new English word you that you do not know the meaning of, you can just simply look it up.

Deficiency of speaking practice can be avoided by more reading, more listening and more writing. Use of a variety of stuff is beneficial; TV programs, Newspapers, books, letters, stories, online courses, etc.

Denis Popov is right. I will add that you have to simulate the context if it is not pre-given. These days social media provides ample opportunities to practice a foreign language speech. You should choose a good friend with whom you can chat for sometime. But be careful not to be deceived in such a friendship. You can also buy some softwares that are interactive, like RosettaStone. The software will help you chat and correct your errors on the spot.
