Well that a good question.Large organization has with lot of hierarchy levels and lot of staff an often staff involvement in corporate culture or feedback is isolated.Its a weakness of organization where employee doesn't feel part of organization.The corporate culture should translate from top to bottom of hierarchy.
Why to share when was not given opportunity to share the view.
I think, can share your view or opinion whereever or whenever have an opportunity on any platform like social media.
Another way is to, in a common platform like bulletin board, common distribution mail id, there you can share your view/opinion with others.
