Implementing Competency Based System in Arab Countries is as essential as implementing Competency Based System in all organizations around the world. In my years of experience as mentor, designer, coach, designer and manager of different training programs, most of the companies I worked with looked at training as secondary tool or mych worse, an avenue to spend excess budget of a department before the end of the yrar. If training is taken seriously, every trainign program that is implemented in every department should be worth the investment. We are sending people to training for one good reason - SHARPENING THEIR SWORD! If every organizations look at this mentality, training would be one of the essential tool to maintain the organizations's operational reliability. Arab countries which has huge amount of resources should grab the opportunity to hire professional and experienced people who can design and handle continuous training program that would SHARPEN and RESHARPEN the competency of each employee on the floor. The challenge of putting up a strong training program to the Arab world is not that easy.
Training program for Arab world must be designed in such a way that there should be a clear policy from hiring to giving them the freedom to work on their own on the field with the right approved competency assessment. We can start the design by identifying the level of competency that an organization need to achieve according to the educational qualification of the trainee (not every Arab has finished their college education).
We can also identify the classification of each program (technician, engineers, management etc). Each of these program must be carefully segregate in align with the goal of the organization. We can also consider language training prior giving them the technical training program. Most of the hired employees we experience in the middle east has a challenge on english language communication.
