It depends how much it is over your limits. People who write job vacancy ads sometimes have a tendency to demand a lot from applicants, and in response many applicants get intimidated by the ads and don't apply. Of course, you shouldn't generally apply to jobs in which you will have no idea at all what you are supposed to do, but I think it's okay to apply for jobs that is just a little over your limits, especially if you can quickly learn the skills that are missing.

My advice is to apply to any job vacancy for which you qualify at least-%. Because jobs for which you qualify% are rare when you are still starting out or don't have much experience. And on the other hand, for the companies hiring, applicants who fit the job description% are also rare, so they will usually have to choose from applicants in the-% range. That's why it's best to be bold and apply, to have a chance to get inside that range. Good luck!
