When is the best time to make an investment?

Dear Imran,

A good answer would be a quote attributed to the investor John Templeton, "The best time to invest is when you have the money."

For me the ideal time for one to invest is obviously when the market is at a much lower level. So as to do the market timing, one needs to predict the market movements.
