This steps to achieved project objective very efficiently .

In answering your question, allow me to indicate that projects can be placed into four broad categories, and if this matrix is adopted, then you can classify the project and then adopt the methodology to accomplish the objectives. 

The four categories are : 

1. Objective is clear, Solution is clear (TPM)

2. Objective is clear, Solution is unclear(APM)

3. Objective is unclear, Solution unclear (xPM)

4. Objective is unclear, Solution clear (MPx)

Looking at your question, it seems to suggest that your objective may be clear, but your solutions may be unclear.

This suggests that you may need to take an agile project management approach (APM). In an APM approach, you will need to adopt methodology that is iterative. Your Project Management Life Cyle (PMLC) must allow you to adopt a just-in-time approach as your solution is unclear. For a software project the Evolutionary Waterfall Method or the Scrum, or the Rational Unified Process are all relevant, and can help deliver.

So based on your approach you will develop and plan your activities.

The Project Plan has to be prepared in detail, analysing each of the project activity in consultation with the inyterdesciplinary team.One the activity correlation and chart is planned and prepared, then, we must fix targets based upon the longest activity path. Periodic review and achievement report based on reverse clock should be attempted and with each review, improvised plan to catch up any unforeseen slippages should also be attempted. Japanese spend 80% time on planning the project in great detail and even a young team of engineers implementing the plan are able to achieve project closures without much difficulty as the experience gets translated into activity co-relations.If one does not plan the project in details, one is in for multiple surprises that shall need time and attention later on.

Use work breakdown structure (WBS) based on project constraints.

Then work into activity.

In my opinion, first of all the project manager (P.M) should go through the scope of work and then accordingly P.M should assign a team after a micro-level break up of all acticivities with milestones and sub-targets within the date. Close coordination amon all stake holders not limited with in-house and with Client, weekly meeting, progress reviews etc are the key elements to complete any project within the stipulated time or even before that.
