What should my business proposal say?

The proposal should reflect what services/products you are going to offer. If it is services than you should explain each section that how you are going to accomplish each section. If it is product then you need to provide its specification.For the services, you need to add timeline to complete the project, milestones, qoutation and Team profile that is going to take part in the project.
